Index · 03
A composite score measuring Türkiye's data sovereignty level across three dimensions.
The score is calculated through the components of data localization (40%), data control and ownership (35%), and regulatory framework maturity (25%).
Scaled out of 10, the 3.2 level indicates limited data sovereignty. The cross-border flow of critical data categories and gaps in the regulatory framework pull this score down.
Updated annually, the score references OECD and UNCTAD data governance indicators.
